Here are the locations for the preferences in AI. 

Windows
Keyboard:
Alt+Control+Shift
File path:
Users > [username] > AppData > Roaming > Adobe > Adobe Illustrator [version*] Settings >

Mac
Keyboard:
Option+Command+Shift
File path:
~/Library/Preferences/Adobe Illustrator (vs) Settings/

You can trash the entire en_US or en_(language) folder in this location and restart AI
